Ministry of Education and Human Resources Development (MOE) announced selection of law schools on Feb 4th. SSU was not on the final list, however. Seo Chul-won, a professor of Law department said, “Selection of law schools was unfair. It is a fact.”


Since MOE announced the Total Quota System, law school has been a hot issue in Korea. At the beginning, MOE announced that the law schools will be admitting only 1,500 students. However, most university officials and NGO groups were opposed to that scheme. After a long tug of war between MOE and universities, they finally settled with the number 2,000.


It has been revealed that the total score for the selection procedure was 1,000 points and that the checklist for the selection included curriculum, faculty composition, student qualification, educational facilities, admission policy, financial plans, educational goals, and degree processes. It was reported that the number of students and graduates who passed the current Law Exam in recent five years played a crucial role, although this category accounted for only 25 out of 1,000 points.


Most universities, however, are opposed to the idea that the new Law School system should be based on the old system of Law Exam simply because it would violate the very notion of system change. Womans University said, “Because the government didn’t open the details toward the public, we are preparing to sue them for violating information access regulations.”


Another problem was the policy of regional considerations. SSU, one of the victims, is insisting that the government is breaching the constitution.


Most universities that failed to acquire the law school quota had already invested a tremendous amount of money and time for the preparation of law schools. MOE, however, has evaded this aspect of evaluation procedure.
SSU is no exception in that it invested large amount of money and time in remodelling the Humanities College building and recruiting new law faculty members. The alumni association on their part raised funds for scholarship. Other Universities like Dankuk, Kukmin, Chosun University are in the same shoes. Even the Dankuk University president resigned for the responsibility and Chosun University has filed a suit. And many more universities have joined the protesting group. Korea University, one of the universities that received a quota, is reported to be seriously considering refusing the quota because they are not satisfied with the size of the quota.


Meantime, SSU president and professors delivered a protest statement on Feb 5th. President Lee Hyo-gae said, “The total quota of 2,000 cannot properly reflect the reality. The optimum number is 3,200. Therefore, I insist that the government should reevaluate and we need to file a suit.” These controversies will be settled at the court of law. If this situation is maintained, law school will be limped. It seems to be obvious that MOE has not been properly administering the whole procedure of law school selection. They have failed to provide the public with information on the evaluation criteria and the evaluation procedure. Kim Eu-sung, sophomore in Dept. of Law, said, “Inconsistent administration of the whole procedure on the part of MOE is deplorable. All the information should be revealed to the general public as well as to the parties concerned.”
