This year, the U.S. elects new president to follow the Bush administration. This presidential election could be a turning point of the policy of the U.S. As Korea recently signed a FTA with the U.S. and North Korea’s nuclear experiments are known, the election became more important than before. American policy is not the only thing affected by the election, but Korean policy. That is why Korea should keep an eye on this event.

  In each state of the U.S, presidential primaries are taking place. With the results of primaries, each party chooses its candidate in June. Primaries are yet to be finished, and each nominated candidate is making effort to get the public sentiment. The following are their pledges.

Tax :   McCain upholds the idea that a universal tax cut will increase economic growth and innovation. McCain also believes that a free market will bring economic growth, and a low tax rate should be kept going on to keep the market be free.

Health Care : McCain agrees with the idea that health care coverage should be affordable. He will lower insurance costs by reforming. Insurance reform should increase the variety and affordability of insurance coverage, making it available to American families by fostering competition and innovation. On

the other hand, McCain believes that it is basically individual’s burden to be healthy. Chronic disease such as obesity, diabetes, and high blood pressure could be prevented partly by one’s effort. McCain thinks people must do more to take care of themselves to prevent chronic disease when possible. What McCain suggests is regular exercise.

Mitt Romney, the prior governor of Massachusetts, withdrew from the race on February 14th. It seems certain that there's not any better nominated candidate than John McCain. The Bush administration has made a chronic budget deficit from going to war, and hostile relationship with the Arab world made America live in fear of terrorism. People are starting to recognize it to be the mis-diplomacy of the Bush administration, support for the Republican party is getting lower. For this reason, it is difficult for republicans to uphold the policy of the incumbent administration. Senator McCain’s momentum is ‘moral policy’.

Human dignity : McCain is pro-life, he opposes the intentional creation of human embryos for research purposes, and abortion.

Education : McCain believes schools have the responsibility to provide education that students and their parents want.

Foreign Policy : McCain agrees with ending the war, and withdrawing troops from Iraq after establishing an appropriate government for Iraq. McCain insists that the U.S. renew foreign policy and strengthen NATO.

National Security : McCain believes that the U.S. should fight against violent Islamic extremists and terrorist tactics. For this, he plans to: First, secure missile Defense. Second, increase the size of military. Third, modernize armed services. Fourth, spend on defense in smarter way.

Immigration : McCain agrees with the bill that gives illegal immigrants legal status. He insists to : First, protect secure border to prevent illegal immigration. Second, innovate the system of immigration to treat increasing immigrant applicants. Third, build strong allies in Mexico and Latin America to prevent

undocumented immigration. Fourth, expand the chances to access the job market by immigrant education. Fifth, assimilate immigrant population by teaching English, American history and civics.



 

Democratic Party

 

  The pledges of Senator Clinton and that of Senator Obama have much in common. There are little difference between them. Hillary tends to give defined solutions, on the other hand, Obama tends to emphasize his momentum, ‘one America.’ Despite the differences, they are not distinctive.

Health Care : Millions of Americans are uninsured or underinsured because of rising medical costs. Obama thinks quality Health Care insurance should be affordable for every American.

Civil Right : Obama thinks the wage rate must not be differed by racial or sexual discrimination. He plans to stop the abuse. He thinks he can reduce crime recidivism by providing ex-offenders with support.

Education : Obama knows there are lots of students failing from school, and it is a burden to raising children before they go kindergarten. Obama suggests: Zero-to-Five. Obama wants to give children early start, and ease the burden on working families.

immigration : Obama recognizes the number of undocumented immigrants is exploding. Obama supports a system that allows undocumented immigrants who are in good standing to pay a fine, learn English, and go to the back of the line for the opportunity to become citizen.

Fiscal : He will counterbalance every cost needed for new policies with these methods. First, reverse the Bush tax cut. Second, cut pork barrel spending. Third, close special interest corporate loopholes.

Poverty : To reduce poverty, Obama will tackle concentrated poverty by establishing 20 promise neighborhoods: Here, a early childhood education and youth violence prevention efforts and after-school activities will be provided.

Iraq : Obama has a plan to immediately begin withdrawing American troops engaged in combat operation at a pace of one or two brigades every month, to be completed by the end of 2009.


 

Hillary Clinton

Tax &Economic growth : Hillary Clinton believes economy growth can not be achieved without strengthening the Middle Class. To fulfill this task, she will: First, give tax credit on health care insurance. The tax credit will ensure that working families never have to pay more than a limited percentage of their income for health care. Second, give a tax deduction for small businesses. Third, make college accessible and affordable. Fourth, solve the mortgage problem.

Health Care : Hillary’s American health choices plan Hillary believes quality health care insurance should be affordable. Therefore, Hillary suggests: First, provide millions of Americans without coverage inexpensive insurance. It is not mandatory, people can keep their health plan if they want to take another insurance. Second, prevent insurance companies from denying anyone with a pre-existing condition.

Women : American women are paid less compared to men in the U.S., working the same amount. Hillary will end the pay disparities between men and women.

Iraq : Hilary thinks that U.S. army should be withdrawn after stable government is established in Iraq.

 

Conclusion

 Each nominee makes a commitment. However, the most important cases for South Korea are yet to be discussed. The nominees hardly mention North Korea’s nuclear problem. Moreover, Hillary and Obama say they will oppose any FTAs which can harm any part of American economy. Political experts say we should keep watching it.
