SSU will make a plan to build an Educational Cultural Welfare Center in place of Law Building, High Voltage Laboratory, Economics & Business Building, and Tennis Court, an area of about 4,375 pyeong. A public hearing about this plan was held to reflect opinions of professors, students, and residents on May 7th 9:30 a.m. at Kim Duckyun Chapel Hall in Reverend Han Kyungchik Memorial Hall. This center is going to be funded through Build Transfer Operate(BTO) by way of business and a private fund venture. SSU depends on tuition fees and public subsidies-82% and 0.2% each. It is hard for SSU to rely on tuition fees to administer our university.

Using Pusan University and Seogang University as benchmarks, SSU will increase the university competitive power by executing this plan. The Law Building and Economics & Business Building were built in 1972 and 1925 respectively and got an estimation of C and D the construction safety in ratings. These buildings have a negative effect on the school image because of out-of-date facilities. It is expected to reinforce construction competitive power, expand available space, benefit by the contribution about 70 billion won, and increase exchange with a local community. Although it has many good merits, this project needs to solve some problems in constructing building. Professors are worried about distracting from the academic atmosphere. Also, Sangdo-dong will be crowded resulting in heavy traffic and the selection of an enterprise partner must be fair and transparent.
