     The daily walk of citizens with their dogs has evolved into a “dog patrol,” a core activity for building an urban safety net in Seoul. This program, led by the Seoul Metropolitan Police Commission, is spotlighted as an innovative security model built on voluntary citizen participation. Dog patrols are key in filling safety gaps, especially in areas vulnerable to security issues or where single-person households are concentrated, such as safe return routes for women.

     An organic cooperation system with local police involves competent districts and police stations regularly educating patrol members on how to patrol, report risk factors, and cope with incidents. This makes the patrol team function as quasi-professional security personnel, an ideal example of the “horizontal partnership between residents and police”.
